♔ Know your country’s history. This seems like a given since we are a historical role-play site, but people sometimes miss that. It’d be mighty neat to role play a neat country like Brazil, but if you know only the name of your country and where it is located, it will make for a very limited and possibly not as enjoyable experience for you and those who will role play with you. Yes, we all want our countries to be well liked, unfortunately, which may not always be the case for that country.
♔ Follow cultural names. When giving your country a human name, make sure you look up the name to make sure that it suits your country. For example, ‘João’ would be an appropriate name for a Portuguese while ‘Xing’ probably would not. Yes, as the world becomes more global and people are adopting any which name they like, we still would like your character to follow the canon’s method of naming characters. After all, it would be kind of strange to be calling a Taiwan ‘Bob.’
♔ Be familiar with the stereotypes of the country. Oh yes, in real life it could get us into plenty of trouble, but canon Hetalia gives its characters stereotypes. For example, England loves his tea like Russia likes his vodka, Italians like their siestas while Germany works like a machine. If you do so, it would add to your character’s personality and add some flavor to your characterization when you role-play with others, though be careful to not overdo it because that could also flatten your portrayal as well.
♔ Make their abilities reasonable. Though it would be fun to be a hegemony, we cannot all have super strength like United States of America. Some will have better endurance while others are more strategic in their abilities. While they are anthropomorphic, keep in mind that they should have limitations like humans do.
♔ Relationships with canon characters are allowed. As long as it makes legitimate historical sense, you can create romantic or non-romantic ties to canon characters. For example if you were to make a North Korea character it could legitimately be the sibling of South Korea and also have some form of non-familial with Russia and China. Please refrain from making random relationships such as making Mongolia a brother of Spain. However, please make sure you talk with the role-player of the character before you put it in your application.
♔ It is okay to deviate from canon if it is necessary. No one is perfect and even the creator can get something wrong sometimes. Thus, if there is something in canon that does not really suit the character, such as some Japanese verbal tic or other habits, it is all right to deviate from it. For example, the kansai-ben for Spain and his colonies can get dropped as well as China's tendency to use "-aru" (since it is stereotypically how Japanese people portray Chinese people speaking Japanese).

Keep in mind that we most likely do not know much about your country, so it would be wise to give the staff a better idea of the suitability the character would have for being a country. That means as you should round out the character and not just use phrases like “just like Spain, he can’t read the atmosphere,” elaborate! We would love to have a more in-depth understanding of your country since Hetalia has not introduced him or her into the series. Generally a detailed application will have a higher chance of getting accepted, but please keep it under control -- and edit out redundancies before submitting your application. The last thing the administrators want to do is read a seven sentence paragraph when something could be much more eloquently stated in just one sentence.
To sum it up, make sure to research your character and use the history and the stereotypes to create an in-depth character. In theory, if you can convince us that your original character could make an appearance in the show, then he or she has a very good chance of being accepted.
